Our citizens pay
taxes, often well over 20% when one counts FICA,
Medicare plus Federal and State Income Taxes. In
other words, you work for the government at
least 20% of the time, e.g. 8 hours of a 40 hour
workweek.
A person on government aid who
does not pay taxes, but receives taxpayer
dollars, should work for 8 hours a week for the
local government to help them reduce costs.
Our government supports a wide variety of
costly advanced educational grant and loan
programs that do not ask anything from the
recipient. We need to offer a Hand Up to those
less fortunate so that they can obtain the
education and training needed to succeed in our
society.
Create a work program for
those citizens receiving government aid,
excepting those truly mentally or physically
disabled, that requires 8 hours per week of
service to local governments.
Implement
a National Volunteer Service (NVS) program that
would provide a Hand Up to many of our more
disadvantaged children seeking to go to college
or to obtain trade skills.
The NVS
would be required to accept any citizen under
the age of 30 years old who wanted to volunteer
for the national service. It would be a Right To
Serve unless the person had been convicted of a
felony (some safeguards would have to be written
into the bill). The NVS program would replace
federal educational loans and grants programs.
Service period of 24 months.
Three (3) months of military basic training for
each individual physically and mentally capable.
This would give the nation capability to
mobilize more rapidly in the event of a general
war.
21 months of service after the
initial military training period. The options
could include continuing in the military,
working in the national park system, for a state
or city, in hospitals, patrolling the national
borders, performing highway repair and
construction, administration for a government
department, or a myriad of other positions that
the government could use personnel.
The agency receiving the volunteers would be
responsible for training them.
Trade
unions could provide core training for the
volunteers assigned to the area of the trade’s
expertise.
The government would provide
lodging, food and a small salary during this
period.
All volunteers would receive
access to online, accredited college level or
trade type courses during their tour of duty for
use in their off duty time.
After
successful completion of their tour of duty, the
volunteer would receive credits similar to the
GI Bill for $30,000 of credit to be used at any
accredited college, trade training program, etc.
Those who serve the full 24 months in
the military would receive an additional $10,000
of credit due to the increased risk and hardship
that the military encompasses
